How historical values will be resolved

NCES/IPEDS annual files often repeat several academic years and may later revise an earlier value. Rate Archive stores each official release separately, selects an explicitly revised CSV member when NCES supplies one, and links a later normalized observation to the record it supersedes. It never overwrites the earlier receipt.

For older IC files, the dictionary defines the historical CHG fields as combined tuition and required fees. Those values stay combined. Newer COST files can separate tuition from mandatory fees; the archive keeps those as distinct series rather than pretending the older combined price can be decomposed.
