That source-specific note governs capture readiness; it is not a quality score for the institution. A red status can mean robots rules, dynamic rendering, a multi-page schedule, or a file that requires human validation. Rate Archive does not bypass those controls or copy a value from another page to fill the gap.
Historical observations are held private until source revisions, gaps, and continuity flags pass the publication review. The official source links above are public; normalized price records are not.
How historical values will be resolved
NCES/IPEDS annual files often repeat several academic years and may later revise an earlier value. Rate Archive stores each official release separately, selects an explicitly revised CSV member when NCES supplies one, and links a later normalized observation to the record it supersedes. It never overwrites the earlier receipt.
For older IC files, the dictionary defines the historical CHG fields as combined tuition and required fees. Those values stay combined. Newer COST files can separate tuition from mandatory fees; the archive keeps those as distinct series rather than pretending the older combined price can be decomposed.
